That was a very tough decision. It looked to me like Vunivalu was grabbed by Jennings at the time he made contact with the ball (so it was a legitimate tackle). If that is the sort of incident that is going to be ruled a penalty try, we are going to be seeing a lot more penalty tries now in future.
