So Slater should have gone to the bin.The NRL (judiciary) has essentially hung the refs out to dry as well, who actually made a decent call and penalised the incident. The reasoning the judiciary provided suggests it wasn’t a shoulder charge at all.

FFS Gronk - TLDR;The NRL say that only 10% of charges are disputed.
A guilty plea gets you a 25% discount, so it’s a risk that not many clubs are prepared to take. For Slater it was a no brainer.
When Tep was charged with his shoulder charge this year, he had the opportunity to challenge however rolling the dice would have meant that instead of getting 3 matches off he faced 5 matches if unsuccessful.
