By the current interpretations I guess it is.

But we've now created a situation where a defender can misread a play, step back towards the wrong runner, wrap their arms around them, throw themselves to the ground, and get rewarded.

If it was someone trying to stay alive in defense (like Maloney was at the start of the year) we'd call it a try.

We've seen 2 this round so far but rules are rules and that's the risk a decoy runner makes when going to the line. If that's the case then I don't get why the Sharks weren't awarded a penalty for a player being tackled without the ball.
