Correct. .Starling isn't impacting the play (under the ruling) because obviously there's no way Dufty is even paying attention to him when he's 8m behind the two onside players who are about to pound hi into the earth.
Realistically Starling isn't going for the ball. He's just down there as part of the kick chase. I much prefer the rule as it is now, personally.
Fair enough.
But if the other two aren't there I'd say just being within 10 greatly affects a catcher.
Hard to say what configuration of offside and onside players within the 10 are unfairly affecting a catcher and what arrangements aren't, in my opinion.
Different if the player isn't running towards the catcher and slowing down at the last minute
