Hate to say it but Langer et al knew what they were doing when they left him out.

Just treat him like slower version of Shaun Tait - one day specialist.

I heard somewhere that they looked at Starc's stats and they realized that they were seriously padded by lower order wickets. His numbers were quite terrible against the top order
