Pretty much every single drop out each week is marginally over the line and never gets called.

Likewise with players off side at kick offs, every single kick off guaranteed to have minimum 1 or 2 offside, yet only one penalty was given last season and that was Cowboys big comeback win, because they were NRL darlings.
