Just like a horse is handicapped to buggery because it always wins so the only way to bring it back to the field is to penalise it with more weight to carry next race. Same as in golf when people have a higher handicap to help them to score lower if they are average players while the better players get either a lower handicap or play on scratch.Interesting it is.

It's all about ratings. The Sharks don't rate and no one cares about their games other than their fans, so they play in the less important games. They have 32 teams split into two conferences of 16 teams. Each 16 team conference has 4 pools of 4 teams.
A season is 17 games ... you dont even play every team in your conference once.
