It didn't need the 6 again for that. Refs have a whistle. Hands off the second held is called. Penalty if not. Coaches work that out very quickly and instruct players accordingly. It STILL happens. Get your hands off the bloke playing the ball, or trying to play the ball. The pushing the head down while they're trying to get up to play the ball should be an instant penalty. It did not need the 6 again rule.

Yeah it did. Remember the Storm? They used to just give away blatant junk penalties so that refs wouldn't penalise the moderate cheating. Roosters would do it too.

All they needed to do was keep blowing the whistle. It IS what it's for.

I agree with you that refs often let the Storm off in the ruck. One of the times I actually saw a ref use the whistle properly was when the Cowboys beat then in Townsville. Both sides were reffed to the rules and the Cows won a hard fought games that didn't involve the standard Storm wrestle and hold down in the ruck. After the 6 again rule though. The last few years there have definitely been sides that get a lot more latitude in the ruck, even with the 6 again rule.

Hands off after held called - Easy to referee that I'd think.
