If the WA team is the Perth Bears and all 12 games are in Perth, the Manly game might be one of their biggest. If the old Bears fans are desperate to see the Bears vs Manly again, it might be the one game every year they choose to fly over and see them play at home.
Absolutely, you just need 5% of their 200k fans to make the trek. 10k travelling to Perth every year. Marketers dream

Im not sure it should be a Perth clubs resonsibility to add 10% to sydney crowds, if there are even that many active Bears fans willing to travel across sydney (travelling across sydney seems a major problem for RL fans in that city)
People from Mosman, Cammeray, Gordon, Cremorne etc are famous for their love of travelling to places like Penrith and Campbelltown.

If they were to play a game at NSO, it’d make more sense to play low drawing teams there. Apparently the Bears fans would pack it out no matter what, so why waste the Manly game on NSO? If you wanted to maximise crowds and profits, you’d make them fly to Perth to see them play Manly and give them a low drawing team at NSO.

Good point, there would be some Manly fans keen to see Bears vs Manly again that would travel over. The Bears fans would be the main market though, the old Bears fans that are desperate to see Bears vs Manly again would likely make the Manly game one of their regular trips over to WA.
