He's overrated, for sure.
As an Australian, I have to agree with you and have been saying this about Warner for sometime: Warner has been made to look better with a more powerful bat, batting predominantly on flat pitches and grounds with shorter boundaries. Warner, like Glen Maxwell, is another perfect example of being a product of the T20 generation: when he's on song, all the fancy shots and toys are brilliant to watch, but this is more often than not accompanied too often by inconsistency and getting out because they feel the need to score off every ball.
Had he been playing 20 years ago using bats from that era, batting against bowlers from that era and playing at grounds like Adelaide Oval/WACA/MCG with the fence as the boundary (which in some parts of the ground were 90+ metres from the batting crease), his batting average drops by about 10 runs. All of those shots which just clear the infield circle or just go over the rope for six would either be caught by the players standing on the circle or on the fence. In the 1996/97 season, Younis/Akram/Ambrose/Walsh/Bishop would've gobbled him up for breakfast.
