They really do need to look at making local juniors salary exempt ( or part thereof ) from the salary cap. Meaning juniors at a club prior to being lets say 15 yrs of age. ( otherwise clubs like the Roosters will just keep poaching obvious young talent )
Nurseries such as the Knights, Canberra , Penrith will benefit with an increase in ability to purchase outside talent to compliment the juniors in their roster allowing them to compete on a more level playing field with clubs who rely very little into junior development.
Also the longer a player stays at 1 club the less his salary counts towards the cap. Gidley's salary for example should ( after 10 years ) have not counted towards the cap. This would enable players to stay at one club and become local heroes which almost every supporter of the game loves to see.
The game is primarily a tribal one by nature, the commercialization of the game from a playing roster perspective takes this away somewhat. I think the above is a way in the right direction.
