The non recognition of Brian Bevan occurs because he played in England. There is no criteria around this. Still won't happen but experts like Mascord and Harry Edgar would (correctly) agree he should be recognised.

Brian Bevan played for Eastern Suburbs before he went to England.

And so there should be - to recognise the players who achieve at a high level in the game.
However, the Immortal concept is a huge wank. Because it is fairly new the game hasn't been able to recognise the stars of the past. Are Smith, Thurston and Lockyer (for instance) definitely better than any player from the 1960's back? There's no real way of telling.
The game should just put the concept into the "it seemed like a good idea at the time" category and let it sink in the mud of time.
