What is so unfair about the current system?
Since the formation of the NRL 9 seasons ago there have been 7 different premiers, the Broncos being the only team to win more than once. Every club has played finals football with the exception of South Sydney, and that was due to inept administration, not some sort of inequality between clubs. 11 of the 15 clubs have contested a Grand Final, of the 4 that haven't you have South Sydney (admin issues that a draft may help gloss over, but wouldn't solve), Canberra (Finals in 6 of the 9 NRL seasons), Manly (in the 4 years since the Northern Eagles dissolved they have play finals the past 2) and Cronulla (Minor Premier in '99, finals in 5 of the 9 NRL seasons)
A draft only works when you have total control over playing opportunities available to players. With Euro Super League and Union anyone who was unhappy about being drafted could be lost to the competition, eg. A young Darren Lockyer or Jarrod Mullins is drafted to South Sydney, doesn't react favourably and signs with Super League or the ARU.
What is the problem with the Salary Cap that a draft would fix?
