Coaches and players know they won't get sent off, so why not try and take out the other teams best player with a bench player who if he misses a few weeks can be replaced? Thats what will end up happening if Ref's don't deal with it on the field at the time it happens instead of putting everything on report so they don't have to deal with it.
I think some of the baiting of Hayne is because he tends to play the ball very very slowly after an incident. Oppositions realize they can set their defense when he goes into slomo mode.
