Good day at NSO yesterday despite the NSW Cup result, the Perth Bears Board were there, having had their meeting earlier in the day, WA Premier Roger Cook was in his Bears jersey, as the Perth Bears Board, CEO Anthony De Ceglie, and Coach Big Mal Meninga mixed with Bears legends of the past: Mark Graham, Don McKinnon, John Dorahy, Fred Teasdell, Greg Florimo, David Fairleigh, Gary Larson, John McArthur, Bruce Walker, Simon Brockwell, John Adam, Josh Stuart, Les Kiss, Rex Wright and many others.
Perth Bears Chairman Ben Morton actually sat with us for the entire Bears v Sea Eagles game, enjoying a few brews, great guy.
Unfortunately nothing new to report though, the board looked to have enjoyed their day.

Expressions of interest for NS junior reps squads close Monday .... no discussion surround Perth holding trials or placing teams in junior rep comps. I guess we'll be waiting another 12 months at least.

Inaugural GM of Football at the Perth Bears, David Sharpe, has officially arrived on the west coast as he prepares to link with Mal Meninga and Ben Gardiner to build the club’s maiden NRL playing roster for 2027.

Speaking on Sports Breakfast, the former Australian Federal Police Assistant Commissioner and CEO of Sport Integrity Australia explained he arrived in Perth on Tuesday ‘with three suitcases’ and will be based permanently in the WA capital.

“It doesn’t get any better than the opportunity to come and build an inaugural team,” Sharpe enthused of the journey ahead.

“I come out of a country town in NSW (Wagga) where rugby league gave me and the community everything, what really excites me is having the one team here and also the power of sport right across Perth and WA—it’s unique and such a great opportunity.”

While under no illusions about the size of the task that awaits in a city well-known for its love of AFL, Sharpe was buoyed by the strength of the Perth sporting community, regardless of the code.

“Perth is such a big sports market, I think success is about listening to the community and learning the lessons from the past (such as the short-lived Western Reds) and I absolutely think it can work,” he said.

Sharpe then used the experience of the Sydney Swans in the AFL who relocated from South Melbourne back in 1982.

“If you look at the Sydney Swans, they’re a really good example of a Melbourne-based team that went into enemy territory, but you look at their success now and the way the community has embraced them—it’s all about sport and the community rather than just the brand or the code.”

Sharpe was also understandably bullish about working alongside Mal Meninga, saying the rugby league Immortal’s appointment as inaugural head coach will play a major part in achieving long-term success.

“Mal’s commitment to the Bears is huge for the game, he’s someone who’s very big on community and family, his brand alone will set us on the right track early on.”

As for any updates on the Bears’ all-important NRL playing roster?

“I think we’re going to be linked with every player in the game until 2027,” Sharpe laughed, as rumours continue to swirl around some of the biggest stars in the NRL.

“It’s great to be linked with the big names, and they’re all on the books, we just have to work out what fits Perth and we’ll certainly recruit around what the values of Perth and the Bears are going to be.

“But it’s also the levels of development over the next two years that we really want to focus on, bringing great young players through, ready to go in 2027 as well.

“Obviously we’re starting to think about what the roster might look like and where we might want to make approaches—then on 1st November we start going to market.”

With less than two months to go there’s still much to be done, but you get distinct feeling Sharpe is going to enjoy every moment of it.

📩 Urban Scrawl Issue 23 is here – members check your inbox!

Did you know Helsinki recorded an entire year without a single traffic death in 2025? Or that in Seoul, designers used hydrochromatic paint to transform sidewalks – revealing vibrant artwork only when it rains? And this summer, @REMIX is coming to Perth, bringing global thinkers and trailblazers to our doorstep.

You will find all this and more in this month’s edition of Urban Scrawl, Committee for Perth’s exclusive member newsletter exploring urban research and ideas from around the world.

Back home, On the Ground Intel features Anthony DeCeglie, inaugural CEO of Perth Bears Rugby League Club, sharing why Perth is his city of choice and the role Perth Bears will play in shaping its future. “I genuinely believe there is no better city in Australia than Perth to raise a family”, says Anthony. “I think it’s also important for Perth that we’re part of the most-watched code in Australia. Without a local team competing, there’s so many discussions over the kitchen table or at the pub or on the radio that Perth simply isn’t a part of.”

"There are no ownership or shareholding arrangements between the North Sydney Bears and the Perth Bears. The two organisations are and will remain separate and independent - however, there will be no more significant partner to the Perth Bears than the North Sydney Bears."

What exactly is the official nature of the relationship between the NS Bears and Perth Bears then?

Franchise brand transfer.

History transfers to those who want it.
Those who want a clean slate they can have that too.

Colours and brand remain. Synergetic junior pathways and football infrastructure remain.

There’s a reason the Perth Bears board have 3 North Sydney Bears people on it including the current Norths chairman.

The relationship model is unique. It’s the same franchise as another club under one brand/banner.

Some archaic old Norths fans won’t connect but 99% will. Likewise, some Western Australian fans who want their own thing won’t connect but 99% will.

End of the day it’s whatever the individual Bears fan wants it to be.

Idk. It seems they haven’t done this right.
It’s been done exactly as it required to be done.

What does any of this actually mean?

Please elaborate
Its means exactly as it states.
@Perth Red sees the Bears as something new.
@wb2027 sees the Bears as a continuation.
@Centy Coast might see the Bears as a combination of the above

They are all absolutely right in how they see it.

The Bears are new but the Bears also carry the history, legacy, spirit and franchise brand of North Sydney.

Therefore the franchise brand which is the “Bears” part of North Sydney (including the colours etc) has been transferred over to Perth and from there the Perth/Western Australian element has expanded the Bears franchise brand into something more than what it was.

North Sydney Bears RLFC still exist while at the exact same time Perth Bears RLFC also exist.

They will share resources, utilise shared infrastructures, shared pathways, expand on the shared commercial strengths, and so on and so forth.

So as I said it’s been done exactly as it required to be done. This sort of sports franchise model hasn’t been done before, there’s no precedence to it.

The Bears are back, as is a national rugby league presence in WA. No more needs to be said, time to move forward and keep building.

I don’t believe @adamkungl was asking about how individual fans see what the Perth Bears are. I believe he was asking what it actually is officially.
I have explained it, twice.

My suggestion is re-reading what I wrote and understanding why I wrote it the way I wrote it.

It’s as official as it’ll get on here.

However, if still unsure then chairman Ben Morton is part of a Bears Business Breakfast held by Norths tomorrow at the Rydges North Sydney. One can always swing by and ask him directly, you’ll just get the same answer though.

“ The Perth Bears are not a relocation, not a merger, not an amalgamation, not a takeover, , and not an existing club being granted an NRL license. We are brand new! “ - Ben Morton - Perth Bears Chairman

as red and black said existing ns fans need to feel it’s something linked to ns history they can get behind. WA fans need to feel it’s a new perth club that represents the state. Everyone else will have their own opinion.
End of day as long as it’s successful that’s all that really matters.

To be clear, it wasn't a shitpost and I understand how it's intended to operate, but what holds this together without an actual ownership or shareholding arrangement: "They will share resources, utilise shared infrastructures, shared pathways, expand on the shared commercial strengths, and so on and so forth."

What prevents the new club from simply declining to be involved with North Sydney if the relationship breaks down?
Written in the constitution? Mutually assured destruction?
