The only Steven Seagal movie I like is "Out For Justice".

That "Ritchie" character is one of the nuttiest villains ever. I love that movie.

There are 2 reasons he runs like that:

  1. To accommodate his size - his fighting style is more about gliding around, not running fast at full pelt like Rey Mysterio
  2. His style of running allows him to continuously breathe easier
You've seen how big the guy is? He can't run any other way without puffing out within 10 seconds. His run is more of a jog. Hands mainly by his side.
