Probably not.

The city based franchises has benefited Perth who were able to keep the majority of WA squad I assume for a decent rate for a fair while.

Sydney and Melbourne having 2 franchises has always been a burden as there isn't enough talent generally one of them from both cities is going shit.

The Sixers will always have the top talent of NSW being based at the SCG.
