Because after the oppositions kicks downfield, it takes time for the forwards to get back onside so normally the first 3 hitups in these positions are quick runs from outside backs out of dummy half. You can only really have 5 hitups from a forward in a set of six if the set is started after a stoppage in play, that is a 20 metre restart, a scrum, or a penalty. If the game is flowing you need your outside backs to take the first few runs in a set because the forwards are all offside.
You missed the point - you don't need your ENTIRE backline doing it. If the bloke next to you is going to be better than you at it, then the smart play is to give it to him. If the opposition's forwards aren't in position, the smart play is for you to run at/around them.
And for god's sake, if at least one of your forwards can't be back in position after the second tackle, then they aren't fit enough or they aren't committed enough.
