"Under 21's" means in Australian Sporting Lingo 21 or under. It's inclusive. Much like a 7y.o who turned 7 in that year plays for 'under 7's' and not 'under 8's'.

He played for Australia last year, not in the test in Newcastle this year. But with the tackle he put on Orford I dont think they wouldve considered him.
