I think the ideal strategy is for the NRL Commission to co-ordinate this more.
I agree with this...
It would be great if the ARLC could put together a centralised comity to organise all of these games in "new areas".
You could have each club aligned with a city or town without an NRL team where they play a couple of home games each year.
Some obvious examples would be..
Warriors: Wellington
Roosters: Central Coast (due to their feeder arrangement with Wyong)
Cowboys: Cairns
Storm: Tasmania or even Geelong.
But you could see others - and it's a good way for the NRL to have a real presence in places that won't get an NRL club of their own for some time, if ever.
This would be great with Sydney teams, but not so much with the teams that have cities to themselves...
Newcastle/Brisbane/Townsville/Canberra/Melbourne/Aukland all only get 12 games a year, whereas Sydney get over 100!! It may not be a great idea to move games out of these one-team markets will Sydney is still in triple digits.
It will also probably be considered too damaging for the NRL to kill off or move some a Sydney teams, but this kind of association (preferably made mandatory for all 9 Sydney clubs) would be perfect; model them off St George's association with wollongong, moving 2/3/4 games a year, or just taking a few low-drawing opponents to various areas that THEY attract crowds (Cowboys in Cairnes, Newcastle in Gosford, ect.).
This initiative could boost crowds (or at least boost community engagement without losing crowds), and it would increase the prestege of NRL games in Sydney (instead of 100 there may only be 70 and most of these will be Sydney derbies).
