what I find interesting is the afl feeling it needs to borrow $600mill whilst the nrl is seemingly getting by on the $100mill it has in equity. I wonder why the massive difference In what each code thinks it needs to get through this?

Allowing representatives of special interest groups onto what's meant to be a independent commission defeats the whole purpose of an independent commission.
The whole point of an independent commission is to have a group of people able to make decisions that effect the whole game from an objective standpoint, which means holding as few biases in favour of particular groups, organisations, or factions in the game as possible.Those most responsible for the grassroots of the game and with 100 years of history are special interest alright, it's called Rugby League.
The ARLC has a remit far greater than just the NRL.

As soon as you have representatives for the NSWRL, QRL, and clubs on the commission, you've effectively given those organisations/groups within the game lobbyist on the commission who are there to act in their interests, and have killed any independence that the commission had.
If you honestly think that the NSWRL, QRL, and clubs, aren't using their representatives on the board to lobby for their own interests then there's no helping you.

I think grassroots organisations should be protecting there interests.
You and PR are so heavily biased towards expansion that you can't seem to prioritise properly.
