Couldn't have been a penalty. There was a double-knock on. The only way to get a penalty after that is for a piece of foul play or referee abuse. The rules don't allow for a penalty in that instance.

The scrum wasn't set. There were only 5 players in the scrum. The 6th got in just at the 80th minute when the siren went

No it's just an infringment. Foul play is punching, kicking, elbowing a player. If the Cowboys player picked up the ball it still would have been a scrum, as it was a double-knock on, not just a Roosters knock-on. So taking out the Cowboy gave the Roosters no advantage, so it's first infringment first. The rules are clear on the subject.

I suggest you watch it again. The referee called double-knock on before MiniC tackled the Cowboy. The Cowboy touched the ball before that.
