Edit: just went and found a picture, doesn't seem so bad. Could have sworn there was a track around it.
Maybe it isn't financially viable to use Eden Park unless they get big crowds like today.

This type of situation has been explained in depth multiple times.

The Roosters/Panthers game did not get chosen over the Dogs/Dragons game. Channel 9 chose Manly/Wests and Broncos/Cowboys as the top 2 games. Fox then chose the next 2 with Dogs/Dragons most likely being their 1st choice.

And while that format and theory is true... it's not iron clad - club requests, venue availability and a range of other considerations often tinker with the scheduling format.
