No. Reports are he was offered a 68 million pounds sterling for another 2 films, including profit share and a producers role too but still said no. The knee injury he suffered whilst filming Spectre is apparently what made the decision easy for him.

As to having a black James Bond, Yaphet Kotto had this to say when asked about it back in 2015 -

If you take the fan theoru that "James Bond 007" is a codename, and not an actual name, then there's really no reason why Elba would be a bad choice tbh.

He's certainly a good enough actor.

I have more of an issue with Hiddleston playing him than Elba, tbh- I'm not sure Hiddleston has enough charisma.

James Bond isn't a codename, it's his real name.
