I'm not a fan of POs but in this case, I don't think it would have prevented either of those 2 from leaving to play in the halves elsewhere and neither is good enough to force their way in and push our current 2 halves into playing Cup

The Storm have lost plenty of players, including Cooper Cronk. In any case the PO has nothing to do with whether he will stick around. It’s only there in case he gets injured during negotiations and can’t get a deal for that year. Like how Welch had a PO for 2020, decided to go to Parramatta anyway, and then got injured. We pulled our offer in late 2019 and he was suddenly going to be unemployed in 2020.
