- Reintroduce in goal judges.
- 8 Interchanges

Benefits:
- Referees forcing themselves into position to make a decision rather than be lazy.
- In Goal Judges assists the referees in grounding.
- No players diving in hope of the video referee finding a penalty.
- If introduced will mean only 8 referees in top grade instead of 16.

Perhaps a few from -

* 5 Minute Sin Bin
* No dominant/surrender tackle calls - all they need to say is get off
* All Tacklers Must Act As Markers
* Tap Option After A Penalty
* A general 40 metre kick advantage rule - from within a team's own half into opposition half -
* One on one rake
* Ball kicked dead in goal to be immediately returned to kicker's line for quick tap
* Contested charge downs - defensive player within 10 metres of a kicker can charge down the ball with any part of his body except with open hands and not knock on. If the kicking team regathers it's still the same tackle.
* A one on one hit on a kicking player is legal if the defender is already within 5 metres of the kicker - except for a dangerous position
* When there are no markers standing square, then a quick tap should be allowed

Captains challenge. Same as cricket. Same as tennis. The only time the video ref is used is for foul play and captains challenge. The refs can just make their decisions then. There won't be any wasted time for players bluffing the put down.
