Larua Jane Grace....wait I'm not sure she counts.
Tell you what though the new Against Me! album is f**king brilliant.
Anyone said Belinda Carlisle yet? I'll put her up, namely for
a)being the most gorgeous woman on planet Earth while in The Go-Go's
b)"Summer Rain", straight up and down great adult pop.
Ella Fitzgerald, haven't heard a better female performance than this. Could teach the caterwauling, screeching merkins of the last 20 years a thing or two.

Shirley Manson and Debbie Harry go alright. They know how to maximise the strong points of their voice and are willing to try alternate forms of music/singing. Versatility is something I find to be a strong point for any vocalist.
tbh I don't listen to many female vocalists usually because they are pop crap. There are some who have done a massive injustice to their singing ability and thus I detest them even more.
Garbage is a seriously under-rated band...

florence welch, kate bush, kelly clarkson all have wonderful voices (and I like their music)
don't mind sia or kate miller heidke either.
regina spektor is good live, but her concerts are boring as batshit.
