yes & no...

the original rule was you could swap but whoever you played for after the last world cup you where tied into that nation till after this world cup...

so the likes of hayne,jennings,chris bridge,ben harrison etc could swap from "smaller nations" back to australia,england etc....

uate elected to play for fiji again in 2009 thus locking himself in to fiji till 2014

But Uate, by representing his native Fiji at the Pacific Cup in November, unwittingly made himself ineligible for representative honours in Australia until after the next World Cup, in 2013.

Country's chairman of selectors, Jock Colley, said on Wednesday that officials would attempt to gain dispensation from the Rugby League International Federation so that Uate could revoke his Fijian allegiance.

But Carr said yesterday that he had overruled those plans and that when Country select their squad on Sunday night they are not to include Uate.

"I've spoken to [Country Rugby League chief executive] Terry Quinn today . . . we heard that Uate might be in the mix," Carr said. "But he can't get picked because he's not eligible, and Country have been made aware of that."

those where the rules after the last world cup....uate's switch was illegal,he knew it,geoff carr knew it,the NSWRL knew it,the ARL knew it and the RLIF knew it......yet they ignored their own frigging laws just so uate could play a few origin games.....as i said earlier in doing so its opened the door to any player who whats to switch even when he's not eligible to do so....the precedent was set by the uate switch....and now you can't stop him switching back
