There doesn't need to be. The majority of players will see nil-to-marginal increase in their salaries. The minority on big bucks will see significant increases (e.g. 50%), and that is where the majority of the cap increase will go.

If even ten players have their minimum salaries raised from $55k to $70k, that is only $150k extra out of next year's cap. That leaves $550k for everyone else and I can tell you, this diagram off Mr Wood (lol):

shows that the majority of that $550k will go to a handful of players at each club.

The guys in between minimum salary and the top few will be lucky to see any increase at all.
