Two new state of the art stadiums and upgrades to Penrith, Brookvale and Manly? This is a pretty decent outcome all things considered.

No, it just shows that they wasted $450m on a Stadium they didn't need to be rebuilt especially with Accor within spitting distance.
Could have spent the money making improvements at Brookie, Cronulla, Leichhardt etc. like you are stating now with Penrith.
But that doesn't suit your agenda!

A rebuild on the existing site would mean it would be smaller than it is now!
The Eastern stand was built before the old Parramatta Stadium, and parts of the Western stand date back to 1967.

then the hill stays & one of either the eastern or western stand is replaced along with a new stand at the sthn end

I'd say the western stand would go
I would think penrith wouldn't have to move either with an upgrade , up to half the ground won't be touched in this upgrade so while the capacity would be down to about 12K for a bit , they could still play there aka Sharks situation atm

No, you just don’t broadcast everything. You also don’t lacerate the government or other stakeholders in public no matter how you privately feel about them.

Essentially you don’t negotiate through the media - just say no comment or we have nothing to say at this point in time, move on and deal with it in private.
