So I think with the current NRL teams the priorities should be (with Penrith assumed redone)
High priority
Canberra - new rectangular stadium closer to town with better crowd cover
Auckland - need a Suncorp style stadium either at Eden Park or closer to town and a smaller cricket only ground
Homebush - rebuilt with rectangular field and better viewing with "club mode" for 30-40k
Next
Brookvale - new main grandstand - maybe another on the eastern side
Shark Park - something to get another 5k seats
Wollongong - new main grandstand with an extra 5k seats and more Dragons home games
Next
Newcastle - another 5 - 10k capacity

Agree with Dragons and Wollongong. Think there future is 8 games at Wollongong and 4 at SFS. Think Kogarah has had its day as it doesn't seem popular enough with fans to get any more improvements5. Dragons - Wollongong needs work, proposed plan is new north stand, lower east stand to keep sea view and new southern stand. SFS & Kogarah for Sydney as good as they’re going to get.
6. Tigers - Upgrades to Campbelltown for 25k or share the Dog’s Liverpool plan below or Accor if it gets rebuilt.
7. Bulldogs - New 45k stadium at Liverpool is their plan. That or rebuilt rectangular Accor.

For Tigers and Dogs ideally they play at rectangular Homebush with improved transport links within 10 years. Dogs can play a couple at Belmore and Tigers maybe 4 at Campbelltown

Tigers & Dogs are the ones that have a few options. Whilst I think a rectangular Homebush should happen I doubt it will any time soon. Liverpool would work for both if they could get on the same page. Campbelltown for the Tigers has potential if they move more games there and push for upgrades with the A-League team.

Apparently (Shire talk) the Sharks are trying to sell their ground to council on the condition it gets a reno/upgrade?Yep, if Penrith want to complete the stadium, then they need to look towards private funding. Manly is talking to developers and the UFC. Tbf to Manly, they are trying to upgrade Brookie.
Canterbury, with their piece of land, is attempting to get a stadium out at Liverpool, while with the Sharks, I am not so sure. At the moment, Cronulla is aiming to open up their leagues club.

Think chances of Homebush rebuild are at least the same as a new Liverpool stadium
I reckon that's the Tigers best option. The thing is we don't teams to completely abandon Homebush, otherwise Sydney will never get a large rectangular venue. Souths can move back to SFS, which leaves the Dogs with 11 or 12 games (one at Belmore?), and the Tigers with 6.
