I’m guessing it’s too steep for current OH&S laws. I’d like to see some terracing built over it, wouldn’t cost an inordinate amount and would add permanent capacity to the ground.
Probably stuck in the Auckland malaise of not being able to decide on a stadium strategy.

That’s my guess too but I am sure for the Anzac Day game they had a few hundred people sitting on the Northern hill. Whether that was supposed to happen or not is another thing, they might have just turned a blind eye to it. It might look mishmash but even if they could rope off the sections that are too steep and allow 1-2k up there for $10 a ticket as a short term solution.

Then like you say look for a more permanent solution that would allow them to use that end again. Ideally also while going for funding for a permanent Southern stand.

The French were nuts even considering using the River Siene for swimming.
It ain't no Sydney Harbour.

Many French people were not happy when it was announced. In fact there was a protest where French protesters were going to go upstream and take a dump in the river on the day the Mayor of Paris was going to show how safe it was to swim in after it had been cleaned.

Definitely looks like they allowed people to sit in some sections of the hill but not all for Anzac Day. I don’t think these were sold as extra tickets.

I’d say it’s certainly not helping right now- with a decision due on the main stadium at the end of the year I doubt there will be any major capital works announced in the near future. But Auckland still needs a second stadium, and if that ends up being Mt Smart, there’s a justification for some upgrades to it.
