The lower level would have a very shallow rake. Not ideal.
Not sure what you base that on.
The 2019 redevelopment plan lower level rake would have been increased to the same level as Suncorp and Allianz.

Best stadiums by capacity
< 15k Redcliffe
15-20k Win
20-25k HBF Park
25k-30k NQ
30k-35k Commbank
35k-40k ?
40k-50k Allianz
50k-60k Suncorp
60k+ Accor (which is only due to it being the only rectangular stadium of that size!)

15-20k: Coopers (Hindmarsh) has great atmosphere and charm….shame it’s so landlocked.

Hindmarsh is a soccer venue in similar ways to its UK counterparts.
From a Rugby League perspective, its a terrible venue as its way too short.
Overall field dimensions are only 118m,which means there is not enough space for the ingoal area and runoff.
Crashing into the advertising hoardings would be a common occurrence in the modern game and expect some horrific injuries.

Not much Rugby League has been played there, but the old Adelaide Rams played a few home games there back in their time.

If they were ever thinking of an Adelaide team it would not be hard or expensive to make some changes at the ends.

In the short to mid term, if the NRL take a few games to Adelaide, then it has to held at Adelaide Oval. Purely for safety reasons, due to Hindmarsh Stadium's small or non existent ingoal areas.

If games were to be played at Hindmarsh, they need to sacrifice a few front rows of seating on either end so that it could increase the field dimension length and therefore incorprate the ingoals.

Then they have to find ways to increase capacity of the venue in this landlocked location.

Top Australian Stadiums to attend and view Rugby League in based on expected attendance.

20,000 -Central Coast Stadium, Gosford NSW
A stack of Sydney venues (with grass hills) at this size, but as for overall quality, Gosford is fantastic and easily the most picturesque!.Its a pity its not used more regularly by the NRL.

25,000 -Townsville Stadium, Townsville QLD
Robina, Gold Coast second, then a huge gap to Canberra.

30,000 -CommBank Stadium, Parramatta NSW
Pretty competitive at this size, with AAMI and Newcastle, but Commbank is another level.

40,000 -Allianz Stadium, Sydney NSW
No contest

50,000 -Suncorp Stadium, Brisbane QLD
No contest

60,000+ -ACCOR Stadium, Sydney, NSW
MCG and Optus only remaining in this range and made exclusively for Cricket and fumbleball. They are both millions miles away from a Rugby League field.
AAMI, CBUS... Accor isn't rectangular
