I think the clubs organise and the NRL endorses the games. Personally I'd like the NRL to set aside a little money to fund trial games in non RL heartlands and country areas. Would encourage the clubs and help out the non RL states organising bodies massively.

The NRL should set aside some money for trials in non r/l states and country areas. There is so much that can be done apart from partial funding, e.g. some free tickets to the game for the various radio station listeners, tickets to charities to auction off, some tickets to schools or the very poor. People appreciate those sorts of things.
The two competing clubs should also contribute in some way and send a few players out to schools or shopping centres with some goodies.
