if the nrl have put clubs on notice about this "prowler", then they must agree that it a low act. the nrl shouldnt have to outlaw such specific tackles. like the grapple. it took some low life to take advantage of the unwritten rules which have been followed for 100 years, and now the nrl has to make new rules.
