In the ideal world where we didnt have to worry about fall out an ARL (Australasian RL) would on eday look like:

Conference 1
South Sydney (Allianz or new moore park stadium)
Western Sydney Bulldogs (redeveloped parra stadium)
Parra Eels (redeveloped parra stadium)
North Coast Eagles or Roosters (9 games in Gosford, 3 at allianz or new moore park stadium)
St George - Ill Dragons (3 down in gong and 9 at Allainz or new moore park stadium)
Newcastle Knights (Hunter)

Conference 2
Melbourne Storm
WC Pirates
Auckland Warriors
South Island Orcas
Adelaide somethings


Conference 3
NQ Cowboys
SQ Brothers
GC Titans
Brisbane Broncos
PNG Hunters

If you were to try and get the biggest clubs and largest geographical spreads this 17 team comp would tick most boxes. Lots of work would need to be done to prepare a few of those places and to deal with the fall out from losing some powerful sydney clubs. All a pipedream though as I fail to see any chance of rationalise in NSW or vision to grow the game in difficult markets.
