If a player throws a ball deliberately into another player there will be a penalty

Absolutely. What a stupid knee jerk reaction. How is it a penalty? You can't just make up crap halfway through the season. The player on ground is not obstructing play. The player passing it into them possibly costs their team possession or wastes a tackle. If there's no actual penalty, the passer is still potentially penalising themselves.

I think this is one of the most blatantly stupid overreactions I've ever seen... which is to be expected.

Why will they be penalized? They're just replacing one annoying penalty with another, just don't penalize a player unless they deliberately disrupt the play, otherwise play on.

Smart players always look to extract a penalty when it is mandatory, that is the problem.

Get the f**k out of here with that common sense.

A rule change is not needed. Players that have cleared the ruck (the play the ball area between first marker and dummy half) should never be penalised if they've made the effort. Just like if an offside player is retreating the 10m he isn't penalised if he makes a genuine effort not to effect play.

Referees just need to be told if a player has cleared the ruck, it should be play on unless the offside play intentional affects play. (The rule it's always been).

So Todd watched this weeks Milford and Smith edition of the farce and said it was a bad look. What about all the others this year, they were fine I guess considering he didnt comment until now.

Todds decision will ensure it descends into a further farce. Watch refs get crucified now for not picking up a deliberate one at one point.

Rules of the game should not be changed unless the RLIF ratify it and they are adopted in every country. Amateurs running the game again.

We aren't saying not to do anything...

It's more that the NRL should just use change the interpretation on the rules already in place.

Whenever they change rules mid season like this it ends up being a total cluster f**k.

It's like a spider crawling across a wall in front of you. The NRL is wearing thongs and know that they can kill the spider with a quick tap from one of those, but they go and jump into their car and ram it into the wall to kill the spider instead.

Classic knee jerk reaction to something that should have gone down the Common Sense path ages ago.
Next time there's a draw and the attacking team is setting up for a shot at field goal they'll find an opposition player, probably Billy Slater, hanging around the ruck blocking the pass to the kicker. It will happen.
Refs don't apply common sense or rule in the spirit of the game in most circumstances anyway so why not, here's another black and white rule for them to thoughtlessly follow - blow the whistle.

Defenders just need to either get out of the ruck or lay flat on the ground until the ball is cleared.

Ok can somone actually outline what rule in the rulebook will the referees inforce this with ?

I am unaware of any rule that can actually be used other than misconduct

I could be wrong but I'm sure In the English Super League last year the rule was changed so if a player intentionally threw the ball at somebody trying to gain a penalty the penalty would go the other way.
