Oh big rule I'd change, I'd either get rid of the scrum altogether and give the ball to whoever would be feeding it, or have a contested scrum.

*Get rid of Monday & Thursday night football! (Its taking away our weekend and giving other lesser sports more opportunity on prime time weekend time slots!)
*Make definite plans to have additional clubs in the competition over a staged timeframe.
*Introduce free to air/pay tv Sunday evening football-6.30pm kick off instead of Monday night football.
*Promote the coming World Cup for 2013.
*5pm Grand Final kick off time!
*Look at 3.30pm Saturday afternoon kick offs in June & July.Leading into 5.30pm then 7.30pm games.
*Promote that the physicality of rugby league is a good thing. It reflects commitment and mental toughness, fun & skill to aspiring kids! Certainly dont want our future kids growing up thinking wimpy sports are a passage for respect.(AFL, RU etc)
*Help the international RL pursue justice for the French RL over what happended to French RL in 1942. In fact there are other instances of RU deliberately trying to hault the progress of RL around the world(South Africa/Ireland/most private schools in Aust etc). This should be made common knowledge but done tactfully! I spoke to a soccer fan last week and discused this and he wondered why RL wasnt more international than RU and then we used logic to work out that the people at the big end of town are mostly private school educated and therefore have RU bias and this bias has held sway all over the world to stunt the growth of the much more appealing and deserving sport of rugby league.
* Force the Sydney Roosters to call themselves the East Sydney Roosters!

The worst I have seen is Japan (believe it or not) where some friends of mine who were playing RU in Japan were fired from there club for agreeing to play a game of league for charity. Seriously they were told they were fired and I quot "for playing that barbaric ripoff of a game".

Get rid of the outside of the shoulder barge. Ensure refs enforce that defensive teams can't encroach until the ball has cleared the ruck. Have 22 minute quarters. Have the same ref taking back the defending team, BUT have a junior ref doing the pocket AND the refs change for each quarter. So for example Shayne Hayne would do the 1st quarter and Ben Cummins the 2nd etc.

5pm Grand Final kick-off time.

Imagine if overnight a coup was conducted on every major stake holder in the game and you were given dictatorial power over rugby league in Australia. You are answerable to noone. Your job is to do what is right for rugby league in Australia.

All of a sudden what 9 and Fox demand out of their own selfish interests is irrelevant. Club CEOs don't get to hold back expansion because they want to split the pie between just the 16 of them. Factional infighting in the NSWRL and QRL becomes meaningless.

You have sole control and you can do anything you like in the NRL (within realistic financial limits. Eg, not demolishing Brookvale and building a 100k stadium there).

What would you do?

On my first day in office at NRL HQ I would order the following:

1. Expansion
a)I would tell the Central Coast Bears to get ready to enter the comp in 2015.
b)I would tell the WA Pirates to get ready to enter the comp in 2016.
c)I would make an announcement that the game would aim to add a 19th and 20th team sometime in the life of the following tv rights deal (2018-2023 approx). The two locations would be Queensland and New Zealand. Any bids interested from those areas would be urged to begin working to create demand and grow their brands.

2. Scheduling
Each and every round round would consistent of exactly 8 games. Monday footy and Thursday footy would be abolished. There would be no byes and no split rounds. Barring the rare exception for public holidays etc, each and every round would look like this:
1. 7.30 pm Friday
2. 12 pm Saturday
3. 2.30 pm Saturday
4. 5pm Saturday
5. 7.30 pm Saturday
6. 1pm Sunday
7. 3.30 pm Sunday
8. 6pm Sunday

The timeslots on Saturday and Sunday are strategically placed to a) never have simultaneous games b) have precisely 2.5 hours between each kick off allowing 2 hours for the game with a 30 minutes show inbetween each game discussing the previous games and the next game. Wall to wall footy marathons.

All games would be simulcast nationwide at least on a digital channel and on pay tv. The distribution of slots between the teams would be done with the number 1 priority being as even as possible a split between all 16 teams. No more nonstop FNF for the Broncos. No more bending over teams like Canberra.

3) Rep footy
No more rep games getting in the way of club footy during the regular season and adding even more unfairness to the comp.

The rep schedule would be:
1. all stars game in February between the indigenous and NRL all stars. This would rotate between country areas in NSW and QLD to give them a replacement because there would be no more city country game.
2. State of Origin would take place during 3 consecutive Friday nights in October. No more affecting club footy, no more losing momentum after 1 game when all you want is for the next one to start.
3. International footy would be for the RLIF to control (don't care enough about it for it to be part of my coup), but it would not be allowed to take place between the all stars game in February and Origin 3 in October.

By the time I'd solved the above 3 issues (my 3 pet hates when it comes to how the NRL is organised) it would be 5pm on day 1 of Rugby Leagues New World Order. I'd be ready for the pub, anything else could wait for day 2.

If you had dictatorial power over the NRL for a life term, what would you do. Keeping in mind no stupidity like "kick out Souffs". Positive constructive things that are at least doable.

How exactly do you add a 17th team but have no byes?

Do people not realize that scrums are still allowed to be contested.

Just make the halfback put the ball in the middle, none of the bullshit feeding into the second row.

On the subject of the thread there are some good ideas posted already. Someone might have posted it but I would like to see each club have at least two of their home games played in country areas that don't get them. The only problem might be the grounds to play on.

1 - Sack Harrigan, Hire some big gun ref's coach from a different sport overseas, being a ref's coach is not about rules interpretations, they should know that shit by now (and it should be up to people more important than the ref's coach anyway!), it's about management, something Harrigan can't do to save his life...
2 - Make touch judges f**king do something....
3 - Bring in captains challenges
4 - Change the penalty rules, maybe even remove kicking for touch all together, just make it a tap and go instead as kicking for touch is far too much of an advantage. I would almost be tempted to remove the option of kicking for two points as well...
5 - Change the judiciary so it's black and white, no grey with greyer bits... They judiciary panel would also be in charge of ruling decisions and any rule changes... So sack all the current numties and get some true experts in there!
6 - Stop all the BS 20th man in tackles... The effort people go down to slowing the play the ball is insane.
7 - Seriously look into the books of all clubs and give them an ultimatum. Ship up or merge/move.... No more clubs struggling to get 10K people to a stadium and only still afloat because of some creative book working.
8 - Increase the salary cap exemption for "home grown" players, and include players that were developed by the club from a junior level. The "one player only and only after they have been at the club ten years" rule is just useless...
9 - No byes (the can never be fair for all teams, some teams always get shafted with shit bye weekends), stand alone Origin weekends, I hate going into work on Thursday hung over, I'm a QLDer so happy, but still....

I'm sure I would do more but that's what I see as the most important.

*EDIT* - Oh and I heavily agree with the scheduling changes listed earlier (first post).... Unfortunantly with a new TV deal just signed for five years we can't fix a lot of it :( The TV station has far too much power.... On the plus side maybe they will go bust so we can redo the TV rights deal...

And more rep footy is a given.... I think we need to somehow ban union, it's a boring, slow, pathetic thing attempting to trick people into thinking it's a sport.... Like AFL but girly men have to play something so I guess keep that around...

1) I'd get rid of the interchange.
2) I'd have 8 man benches with a total of 4 reserve changes per game, plus bonuses for injuries caused by foul play (with the injured player allowed to return).
3) I'd employ an NFL video review challenge where the ref on the field reviews the footage, following a challenge by the team captain. 2 unsuccessful ones per game.
4) I'd create a consolidated second tier professional competition, so that kids from the 20's who are not quite ready for the NRL have somewhere to go. The teams would be country area focussed in NSW and QLD, with teams from Perth, Adelaide, PNG and Wellington. Games would be played on Monday, Tuesday, Wednesday and Thursday nights, thus having a seven day rugby league week on the tele. Each team would have an arrangement with an NRL team which would see the NRL contracted players who were not playing in the NRL on a particular week, playing for the minor league team. However, non NRL contracted players can be picked up by any NRL club at any time in the season, on short contracts or otherwise.

Definitely not!
Many tries are devised from a set scrum!
The fact that it creates a situation of 7 on 7 adds great variety and intrigue to the game.

Rugby League is elite Rugby! No other rugby type code(union/Grid iron etc) has more running with the ball and tackling at a continous rate with the sublime skills(flick passes/pinpoint kicks,well timed hits etc) as standard practise!

It is a real battle for this genuine fact to get acknowledged around the world because of the devious tactics of private school educated RU administrators and persons in powerfull positions.

That's bad but not the worst!

People trying to start up RL in South Africa were being murdered! This was happening pre Mandela era.

I suspect the Japan example is being replicated in some form throughout the world where RL is trying to start and RU has its private school educated 'friends' in high places and on the ground!(Which is basically everywhere)
