It's a valid point, but pedestrians should probably not run in front of cars doing 130
My five year old randomly runs into roads and you have to be on your guard to try and stop her. Having ADHD and not responding to people shouting at her to stop doesnt help either. You just have to grab on and drag back. If you've got your hands full carry suff and are being distracted by the other daughter and the little one has bolted - you've got no chance. And neither would she have with a car doing 150km per hour.
Now one point I'd like to make is that just because a road is a 60km per hour road, it doesnt mean that driving at 105km ph is actually unsafe. It doesnt mean it is a residential area. Sometimes a 60 zone is on a major highway leading into a residential area where the speed limit changes from 110 to 60. I've seen that happen and most drivers take a few hundred yards to get down to the lower speed.
I've seen 40 zones on motorways / dual carriageways which are placed there for the safety of roadwork crews. Often there are no roadworkers in sight, yet the 40 zone remains in place. You frequently see people driving in these areas at speeds over 80k, rightly annoyed at the fact that they're having to drive at stupidly low speeds for absolutely no reason.
My point (as long in arriving as it has been) is that context is everything. If he was driving at 105 (knowingly unlicenced) in a built up residential area then he's truly a f**kwit. However there may be mitigating circumstances.
