You say practically zero punishment.
We lose our chance to make the finals for the first time in years, which we would have without the punishment. We lose players like Peats and Paulo (plus Foran).
If a team has got off lightly, it was the storm. Premierships stripped but what fan says we "oh my god, we lost those premierships".
Parra had some internal rats and were busted on 3rd party payment agreements which most clubs do, but dont get caught.
Anyway this is off topic but no way Parra got off lightly.
However, we may have got off lightly in regards to Foran. Not our problem anymore.
From an Eel fans perspective it would certainly appear the sky is falling.
But come on, they lost their chance at the finals? I'm sorry did they deserve a chance at it did they after being caught systematically cheating? The league instead of taking a hard line, said oh, the Eels can play for points as soon as they get back under the cap, and here have a fine, which means stuff all to a rich club like Parra!
They lost Peats and Paulo from the cap. This isn't a punishment from the NRL, it's an adjustment to get rid of some cattle they should not have had in the first place.
Effectively the tough punishment the NRL took against the Eels was to fine them, and let them still play that season potentially making the semis and winning the grand final. If not for the Eels completely self destructing this year they could have. Hardly a deterrent for any other club doing the same. They can bank on getting a fine and play on!
