Again surely it should be wests and balmain leagues clubs getting the money, they are the ones developing jnrs. Majority of NRL clubs pick the elite up at under 16's for hm and SG ball but that is just a handful of jnrs. Should wests tigers be compensated for jnrs coming out of the wests Ashfield jnr system under your scheme or just players at other clubs that have come out of wests tigers (NRL) SG ball clubs?
Fair question, but it's not the leagues clubs, it's the JRLFC and they are a different entity that are in some part funded by the leagues clubs. I imagine if the Tigers got bonus grants for development it would go straight back into the JRLFC coffers if necessary. If not then the junior clubs could have a whinge about it, but it's just logistically easier for any funding to be sent to the top level club and let them handle it accordingly.
