I believe it was more of a case of Fittler having had plenty of club experience at lock, whereas Daley had had none. Made more sense to move Fittler than Daley.
That isn't playing second fiddle -- that's a tip of the hat to versatility.

As another poster pointed out -- Kimmorley regularly forced Johns to hooker. Does that make Kimmorley the superior halfback?
Kimmorley beat Johns in a side once or twice, but Johns went on to establish himself as the better player. Steve Walters had a similar battle with Kerrod Walters but eventually surged ahead. Stuart and Langer; Mortimer and Sterling (and even to a lesser extent Murray); are examples of players who were generally neck and neck through their careers. Daley was considered slightly better than Fittler throughout his career although both were brilliant players, Possibly 2 of the 3 best NSW 5/8s ever. But in talking of the greatest in 100 years you can only use legacy (in reality Dave Brown etc, for example, wouldnt make 1st grade due to training differences). Fittlers legacy is not as good as Daleys as a 5/8.
