He might’ve been past horizontal but he didn’t come down in a dangerous position, he came down on his shoulder.

It’s nothing to do with the landing either. Dangerous is dangerous no matter what the outcome. Same as blokes being penalised for spearing in at kickers. Most times the kicker is OK but the practice is dangerous.
