It's all contingent on it being proven true.
And for mine, the issue is if the South Sydney club facilitated Burgess' behaviour, and lied about it - if that is true, then a statement-making punishment must be issued.

I think every club covers shit up, but as always the consequences of the cover-up are usually waaay worse than the actual problem. When you embark on a cover-up you've got to realize that it could all come out.
If true, their actions have caused immense damage to the game at a time when they are climbing out of the covid ditch. A fine is nothing to them, so what is actually a deterrent ? Salary cap or competition points.
