Will never happen. The player who wants to move back to NSW / QLD / NZ for specific reasons (eg family) should be allowed to regardless if that club has the 1st, 2nd or 3rd highest offer.

I don't know even players that want to go back should be getting paid and not unders. There are plenty of teams in NSW and QLD now to pay and NZ may get another team soon..
