And Moses yet to recommit
It’s odd that he agreed to terms 3-4 weeks ago but still hasn’t signed. Something’s not right.

Smart assessment. <thumbs up emoji>I suspect what has happened here is that Moses has agreed to terms, but he is very flexible on how he gets his money until the end of the contract and is allowing the club to see what happens this year in regard to other potential signings.
We have 3 roster slots open for 2023, although we might have filled one with Hands now. Technically we don't have to fill the spot of Nathan Brown, but we can use the slot if the right player comes along.
So, we only maybe have to fill one more spot unless some potential better signings come along. We obviously have a fair bit of cap space for this year though the way people are talking of potential signings
If some decent signings don't come along this year, we only have to bump one further player up to Top 30 (assuming Hands is now Top 30), and realistically we can renogotiate Moses entire contract to include 2023, and front load his deal with a shit load of money in 2023 with the cap space we have left.

The NRL can't say who a player plays for.So remind me how this will play out with Canberra lodging their $1.1m offer with the NRL ? If he signs for (say) $800k with the Bunnies, is that his business or he can't ?

If folau situation happened today under PVL he would have been signed.
Back then we had David Gallop & Rooster man Ian Schubert.
Both of those examples showed the double standards and how of touch the NRL was back then.
