What?

Where on Earth did you get that idea? Don't put words in my mouth. If anything that's the exact opposite of what I said. It's not even, nor should it be in this specific case. The offences are very different and the way the Sharks and Eels co-operated or refused to do so are very different.

Amazing how for years fans have questioned the cap re storm, sharks and roosters.

What’s even more amazing is how long it takes the NRL to work out what fans have been suspecting for years.

The NRL has today finalised a number of punishments handed down to various players, clubs and officials.

On Thursday, Jack de Belin was stood-down indefinitely under the NRL's new no-fault stand-down policy.

A serious offence with a maximum penalty of 11 years or above (imprisonment under NSW law) will see the player immediately stood down.

Players who are stood down will still receive full pay and be allowed to train with their team.

Meanwhile, on Friday the NRL handed down further punishment after an off-season full of controversy.

NRL SANCTIONS:
  • Jack de Belin stood down, indefinitely, under the NRL's new no-fault stand-down policy.
  • Dylan Walker stood down until court proceedings are finalised (until at least round nine).
  • Scott Bolton suspended for 10 weeks and fined 5% of his 2019 salary, however penalty will be halved if Bolton addresses captains and senior players of all other teams during this year’s Magic Round.
  • Dylan Napa fined 10% of his 2019 salary following the publication of several lewd videos featuring him.
  • Cronulla Sharks fined $750,000 ($500,000 discount) for self-reporting a salary cap breach.
  • A $707,000 penalty has also been imposed on the Sharks' salary cap to be spread over the 2019 and 2020 seasons ($353,500 per season).
  • The NRL will continue to deny Shane Flanagan's registration for the NRL and the Sharks have been hit with a further $800,000 fine, reduced to $500,000 for the club acknowledging and accepted its wrongdoing. These did not affect the club’s premiership winning year in 2016.
  • Wests Tigers have been fined $375,000, for failing to disclose an Ambassador agreement with Robbie Farah when he finishes his career and for misleading the NRL in relation to an application for cap relief.
  • Tigers salary cap reduced for the next two seasons, $319,500 per season.
  • Justin Pascoe suspended for six months (backdated to 19 December, 2018) for his involvement.

The NRL today announced the sanctions to be imposed for salary cap breaches and off-field behaviour matters which have been investigated by the Integrity Unit.

CEO Todd Greenberg said every fan in the game had a right to be disappointed by the off-field indiscretions which have damaged the game in recent months.

"We cannot afford to ever have an off-season like this again," he said.

"I would hope that the sanctions being handed down today will remind clubs and players that there are significant consequences for not complying with the standards and rules we set for our game."

Mr Greenberg also said that, following the change to the game's policy on player behaviour, Manly player Dylan Walker will be placed on a no-fault stand-down prior to the commencement of the NRL season.

It will remain in place until the finalisation of his current court case.

"The NRL stresses that we are making no judgement on his guilt or innocence. That is a matter for the courts," Mr Greenberg said.

Mr Greenberg also announced the following determinations:

Shane Flanagan

Former Cronulla-Sutherland Sharks coach Shane Flanagan has had his registration cancelled for breaching the conditions of his 2014 suspension. The NRL will consider any future request to come back to the game on its merits but he will not return in the short term.

The proposed fine of $800,000 on the club for continuing to engage with Mr Flanagan during the period he was banned has been reduced to $500,000 after the club acknowledged and accepted its wrongdoing.

Sharks Salary Cap

The Integrity Unit has uncovered breaches of the salary cap rules over a number of years dating back to 2013. A list of proposed payments to players outside the salary cap was uncovered during the investigation. These did not affect the club’s premiership winning year in 2016.

A breach notice proposing a fine of $750,000 has been issued to the club but $500,000 of this will be suspended because it was the club, led by CEO Barry Russell, which initially self-reported salary cap discrepancies to the NRL.

(This means the club faces total fines of $1.25m ($500,000 suspended) from today’s announcements).

A $707,000 penalty has also been imposed on the club's salary cap to be spread over the 2019 and 2020 seasons ($353,500 per season).

Wests Tigers

The NRL proposed a fine of $750,000 late last year for failing to disclose an Ambassador agreement with Robbie Farah when he finishes his career and for misleading the NRL in relation to an application for cap relief.

The NRL has considered the Wests Tigers response to the breach notice - which apologised for the error – and has agreed to reduce the penalty by 50 per cent. This means the club will be fined $375,000 for the breach.

In addition, the club has received a $639,000 salary cap penalty (equal to the value of the Ambassador agreement). The NRL has agreed to spread this penalty over the 2019 and 2020 seasons.

Club CEO Justin Pascoe has also apologised for his failure to comply with the rules in drawing up the Farah agreement and other governance failings. He has been suspended for six months (backdated to 19 December, 2018). He will be able to resume his duties on June 19 this year.

A request by the Wests Tigers to register Zane Musgrove, who is currently facing indecent assault charges, has been refused until the case is concluded.

Dylan Napa

The NRL will fine Napa 10 per cent of his 2019 salary following the publication of several lewd videos featuring him.

It was decided not to suspend him because this is an historical incident with the videos dating back five years and due to the Player’s incorrect assumption that the material would not reach a broader audience.

However the NRL has warned that any video damaging to the game which is filmed and date stamped from today will incur significant penalties, including suspension.

Scott Bolton

The NRL has suspended Scott Bolton for 10 weeks and – and 5 per cent of his 2019 salary – after pleading guilty in January to common assault involving a woman last year.

However it has agreed to halve the penalty if Bolton agrees to address the captains and senior players of all other teams during this year’s Magic Round in Brisbane in May.

Bolton is highly regarded by the Cowboys where he has had an unblemished record over 13 years.

He joined as a 16 year old and has been made a life member of the club so it is felt he is in a strong position to influence other players to avoid engaging in poor behaviour.

The Cowboys have indicated he has agreed to the proposal.

Mr Greenberg said he hoped the NRL would never go through a day like today again – with so many sanctions being issued.

"Hopefully the action we have taken over the last two days will act as a reminder to every player in our game to make the right choices and ensure they do not bring the game into disrepute."

And which of Bolton's penalties gets halved? If it's the salary one that's even worse compared to Napa's, or if it's the suspension one, the magic round shit is round 9, so suspend him for 5 games and then really hope he goes through with his promise to talk to the other players?

How on earth can the NRL presume to dictate what a player does in private with another consenting adult??

I think penalising him is fair enough, it's not a great look for potential sponsors. Don't hang him out though, the media have already done that. Just small penalty, doesn't even need to monetary, then ignore it (outside of repeat offending). Just to help remind players to not have shit come back on them like this.

But plead guilty to assaulting someone, enjoy a slap on the wrist

I actually don't agree, although I have no major issue with a slap on the wrist penalty either. I'd also add that Bolton has also been suspended for 10 weeks, so it's double the fine AND he misses pretty much half the season, while Napa can roll out round one.

I'm more bemused at the statement that, basically, the NRL now seems to believe it has jurisdiction over players, their partners and their bedrooms...

I can’t believe the tigers’ fine got halved and they were able to spread the cap penalty across two seasons when they didn’t self disclose anything...they simply said sorry (that they got caught).

Does Bolton not get paid for those 10 weeks? If so then ok, but the monetary fine percantage wise is double to Napa? And it wouldn't surprise me if Napa is on a larger contract than Bolton

Agreed, but they do have some jurisdiction over the penalty if bad press does come to light. How many marine biology jobs would you get if footage emerged of you jobbing marine biology?

I don't agree that anything the players do (so long as it';s not illegal) with another consenting adult in their own bedrooms should ever be penalised, personally. Besides, you'd think Napa has been punished enough. Everyone he lines up against is going to be calling him Big Papi all year....wow.

My penalty for Napa would be some sort of media/common sense training on not getting caught out basically. And a strong, private reminder to never ever get caught again

I'm sure he's learnt a lesson from this and it's already been a far harsher punishment than he deserved.

I don't know whether Napa is or isn't but it's another good point. Are they going to suspend blokes who are the victims of revenge porn?

I mean I reckon sex tapes are weird but if that's what two folks want to do in their bedroom, so be it. Not my place or the NRLs place to tell them otherwise.

Yeah I said as much when the story broke. He's a fool allowing himself to be filmed, but he did not distribute it like some have.
