I got a letter from council the other day for a DA of the house behind mine. So I looked at the documents and was struggling to understand what was changing ..... turns out it was turning an internal room into an ensuite/WIR .... I was doing WTFs left right n centre - why the hell does it matter to the neighbours? .... the house IS a heritage item (house from 18something the f**k, so maybe those who feel the need to dictate heritage value to the world care, but still, why the f**k do neighbours get a say about an internal change?

the fact thats its internal is not relevant, any Development Application needs to be advertised and if you are in close proximity you get notified as people who want to be outraged and dont read the local paper dont know its happening and in some cases have the construction halted by taking the developers to court

way to avoid that is to notify those in the proximity

Do need council approval even if do not do extension? I thought inside can do what like

Call Council and find out to what extent you can carry our works under a complying development.

If you are in the inner west you'll find that you are prolly in a conservation zone, which will impact the exterior or the "streetscape". I bet you 20c that you can carry out internals "like for like" upgrades without bothering anyone. Removing of internal walls, relocating kitchens etc you'll appoint an independent certifier to run the complying development for you (CC, OC).

Be careful with doing structural works as an owner builder too, when you sell you are guaranteeing the (structural) work for 6 years (clock runs from date of OC), just like a licensed tradie does. So you could potentially get a phone call after you have sold seeking you to "make good" defects.
