I'm not sure that is Paleo, which encourages high fat intake as well. It is just a diet reducing your kilojule intake by reducing carbs.
No the CSIRO have taken a more liberal take to the NO carb concept and gone with low glycemic index diet.
It's all based on the same science however.
Sydney Uni have invested in this theory as well. Bottom line is that it's all about foods that cause a lower and slower rise in blood glucose.

NO carb diets like Timmy's trigger ketosis, which is what runners experience when "hitting the wall" in a marathon. It's when you run out of glucose and you switch over to converting fat to energy.
