even if the article goes on to counteract the headline? Classic case this week with Andrew Websters story on the NRL's failures in the strategic plan. Whilst he goes on to acknowledge that in some areas they have done ok and some they have failed, and that RL is going ok just not as good as we had hoped, he led with the headline:
